Transforming Abandoned Properties Program (TAPP)

TAPP creates a process for reusing abandoned properties to meet the needs of our communities.

 

Abandoned and dilapidated properties cause risks to public health and safety, economic and social instability, and limit investment.

Meanwhile, the need for quality housing for working West Virginians continues to grow. Businesses need space to operate, and local governments need places to create the parks and amenities that add up to the quality of life that West Virginians deserve.

The TAPP program takes problematic properties, removes barriers to their reuse, and puts them back in the hands of West Virginians who will use them to meet the needs of our communities.


The process

Property Selection

WVLSC works with housing providers, property developers, and local governments to select tax abandoned properties which are suitable for their reuse goals.

Removing Barriers to Reuse

WVLSC manages the process of obtaining the property, clearing the title, ensuring reuse plans are in place, and transferring the property to the developer at well below market value.

Development

Finally, the reuse plan is enacted and WVLSC will be there to help celebrate success.

Why Do We Care?

WVLSC believes that all West Virginians deserve to live in communities that are stable, vibrant, and thriving; and we know that the land we live on can become the foundation for the communities we all deserve.

Who can Participate?

TAPP is designed to serve non-profit housing providers, for-profit developers, local governments, land banks, economic development authorities, business owners, and other organizations or entities in search of property they can use to meet community needs.

How Much Will it Cost?

Our programs are designed with sustainability and equitable access to property in mind. Property is usually transferred as a donation and a nominal fee for service is charged. This fee is offered on a sliding scale, with costs varying by property. All fees are well below market value to free up as much funding as possible for redevelopment.
